1989
- New Yokohama Kenshu Center Opened (April)
- The Yokohama Kenshu Center was relocated and enlarged to respond to increased needs for trainee accommodations in the Keihin area. The new Kenshu Center was able to accommodate up to 300 trainees.
- The 2nd Convention of AOTS Alumni Societies Held in Yokohama
- The 2nd Convention of AOTS Alumni Societies was held after the opening ceremony of the new Yokohama Kenshu Center. Of all alumni societies in 44 regions in 25 countries, 43 alumni societies in 25 countries sent 46 representatives to the convention. The total number of participants was 103, more than three times the number of participants in the first convention.

- Ceremony to Mark 30th Anniversary of AOTS Held
- The ceremony was held at the Keidanren Kaikan to celebrate the 30th anniversary of AOTS on August 10, 1989. Many AOTS alumni societies telegraphed their congratulations to AOTS.
1990
- Program on Corporate Management for Poland and Hungary Started,
Course in Cooperation with APEC Started
- "SHIN NIHONGO NO KISO I (New Basics of Japanese I)" Published
- Manila Office Opened
- The Manila Office opened on August 16, 1990 as AOTS' fourth overseas office, following Bangkok, Dhaka and Kuala Lumpur Offices. At that time, also the Manila AOTS Alumni Society was located at the Manila Office and shared space. So the office was used for various alumni society meetings and repatriated trainees' information exchange as well.
- The 1st AOTS International Cooperation Symposium Opened
- The AOTS International Cooperation Symposium aims to consider the shape of Japan's technical cooperation by inviting ex-trainees from their countries and Japanese experts with a specific focus on human resources development at the private-sector level. AOTS continued to hold seven symposiums till 1996.
1991
- Jakarta Office Opened
- To respond to the growing need for training, AOTS opened overseas offices in major countries who send trainees to Japan. The Jakarta Office was AOTS's 5th overseas office.
- The 2nd AOTS International Cooperation Symposium Opened
- The 2nd AOTS International Cooperation Symposium was held under the title of "Economic Growth in Asia and the Cooperation for Human Resources Development". The panel discussion was held with concerned parties from Malaysia, Thailand and South Korea and Japanese experts participating. The panellists also included 3 ex-trainees of AOTS training.

1992
- The 3rd Convention of AOTS Alumni Societies Held in Bangkok, Thailand
- The 3rd Convention of AOTS Alumni Societies was the first convention held outside Japan. At the convention, 132 participants from 51 alumni societies in 31 countries reported their activities and exchanged information and establishment of "Alumni Society Exchange Fund" was proposed for the first time. This fund was the beginning of the World Network of Friendship ("South-South Cooperative Activity" materialized for the self-help and mutual cooperation of the developing countries), which is implemented voluntarily by alumni societies.

- The 3rd AOTS International Cooperation Symposium Opened
- At the 3rd AOTS International Cooperation Symposium, concerned parties from Hungary, Poland and Bulgaria and experts from Eastern Europe had discussions under the title of "Economic Growth and Human Resources Development Cooperation in Eastern Europe".

1993
- Beijing Office Opened
- AOTS opened its 6th overseas office in Beijing in 1993. There were great expectations for the Beijing Office as a base for AOTS's cooperation activities in China. About 320 people attended the opening ceremony and the event was featured in the Chinese media.
- Enlarged and Revised Edition of "SHIN NIHONGO NO KISO I (New Basics of Japanese I)" and "Practical Japanese Dictionary" Published
- Course in Cooperation with MITI's "Green Aid Plan" Started
- The "Comprehensive Aid Plan for Energy Environment" is commonly called GAP (Green Aid Plan). AOTS implemented a cooperative project to support GAP, which aims to disseminate and transfer technology in the field of industrial pollution control and the field of energy saving based on Japan's experience, with a view to striking a balance between environmental conservation and development associated with rapid industrialization of developing countries and Asian countries in particular.
- The 4th AOTS International Cooperation Symposium Opened
- The fourth AOTS International Cooperation Symposium was held under the theme of "Japan's Role in Economic Growth and Human Resources Development in Latin America" with the support of MITI and Asahi Shimbun. Concerned parties from Latin American countries participated in the symposium and enthusiastically discussed the issue with Japanese experts.
1994
- New Kansai Kenshu Center Opened (June)
- The 4th Convention of AOTS Alumni Societies Held in Osaka,
Ceremony to Celebrate 35th Anniversary of AOTS and Memorial Seminar Held - To celebrate the opening of the New Kansai Kenshu Center, a memorial seminar on business management and human resources development and the 4th Convention of AOTS Alumni Societies were held. The Convention of AOTS Alumni Societies had 174 participants from 55 alumni associations in 35 countries.

- The 5th AOTS International Cooperation Symposium Held
- The 5th International Cooperation Symposium was entitled "Role of Japan in Economic Growth and Human Resources Development in China" and a keynote lecture was given and a panel discussion was held with experts from Japan and China participating.
1995
- The 6th AOTS International Cooperation Symposium
- AOTS held its 6th International Cooperation Symposium entitled "Japan's Role in Economic Growth and Human Resources Development in India" with the support of MITI, Asahi Shimbun and the Embassy of India. Experts from Japan and India held discussions enthusiastically.
1996
- APEC Training Program (Training Program in Japan) Started
- "APEC Training Program (Training Program in Japan)" aims to develop human resources to engage in industrial rights, standard authentication and measurement-related operations in developing countries who are members of APEC.
- New Delhi Office Opened
- In 1996, AOTS opened its seventh overseas office in New Delhi to exercise jurisdiction over South Asia and Middle East.
- Chinese Magazine "KENSHU" Published
- The 7th AOTS International Cooperation Symposium Opened
- The 7th AOTS International Cooperation Symposium held a panel discussion under the title of "Japan's Role in Economic Growth and Human Resources Development in Egypt" with experts and business people from Egypt and Japan participating and with the support of MITI, Asahi Shimbun and the Embassy of Egypt in Japan.
1997
- New Chubu Kenshu Center Opened (September)
- The 5th Convention of AOTS Alumni Societies Held in Aichi
- The opening of the new Chubu Kenshu Center increased the capacity of accommodation facilities at AOTS Kenshu Centers to 1,000 persons per day. To celebrate the opening of the new Kenshu Center, 205 people from 64 alumni associations in 40 countries got together and held the 5th Convention of AOTS Alumni Societies.

1998
- NEDO Training Program Started
- The NEDO Training Program was implemented as part of infrastructure development to ensure smooth and effective implementation of industrial technology-related research cooperation programs mainly in the environmental field and promote dissemination of research outcomes. It aimed to assist upgrading of research capabilities at national research institutes, universities, and research laboratories of private enterprises in developing countries, which play a central role in research cooperation. These activities were financed by NEDO.
- Training Program for Environmental Protection (Training Program in Japan) Started
- Special Training Activities to Assist Asian Countries Carried Out
- To assist local companies, which are endangered by Asian economic crisis arising from currency crisis in Thailand, AOTS provided training to about 10,000 people in Asian countries.
- Training Activities for Small and Medium-sized Enterprises Started
- The objective of Training Activities for Small and Medium-sized Enterprises is to assist with the development and internationalization of Japanese SMEs. These activities are conducted today and are funded by the Japanese government to assist internationalization of SMEs in Japan. These training activities are designed for the training of foreign managers and engineers from developing countries as well as developed countries.
- Asian Local Training Activities Carried Out
- These activities were designed to respond to economic crisis arising from currency crisis in Asia. The first supplementary budget included subsidies for training programs in Japan and the third supplementary budget included subsidies mainly for overseas training. The activities were carried out well into FY1999.
