Measures Taken by AOTS Against Severe Acute Respiratory Syndrome (SARS) 5th Version

With respect to the international spread of SARS, the World Health Organization (WHO) lifted its recommendations for people to postpone all but essential travels to Beijing, and removed Beijing from the list of "areas with recent local transmission" on 24 June 2003. This led the Japanese Ministry of Foreign Affairs to withdraw all its risk information about the regions in China. In response to this, on 25 June, AOTS removed the postponement of the acceptance of training participants from China, which had been effective since May.
AOTS has been taking the following measures to resume the acceptance. Please refer to the first (9 April 2003), second (15 April), third (7 May) and fourth (11 June) versions for the development of the measures by AOTS.

  1. Health Checkup for Training Participants from China
  2. Courses for the Training Participants from China Whose Travels to Japan Had been Suspended
    • Preparations are underway so that the participants scheduled to attend the general orientation courses starting in May, June, and on 9 July will be able to participate in the courses starting on 30 July or later, and those who were scheduled to attend the management training courses will be admitted to the courses starting in September or later.
  3. Measures Taken by AOTS Training Centers
    • While reinforced sanitary control measures are maintained at each center, training participants who traveled to Japan from or via countries and regions with the record of being ranked C in the WHO list of "areas with recent local transmission"* are asked to take their temperature for at least 10 days after checking in, in accordance with the resumption of the acceptance of training participants from China.

With respect to the international spread of SARS, the World Health Organization (WHO) has removed the Philippines and Singapore from the list of "areas with recent local transmission." As for China, WHO has lifted recommendations to postpone travels to Guangdong Province and Hong Kong, and the number of newly identified cases has been showing a declining trend. However, WHO still retains the recommendations to consider postponing all but essential travels for part of the areas in China. In view of these circumstances, AOTS has decided on the following new measures. Please refer to the first (9 April 2003), second (15 April) and third (7 May) versions for the measures that have been taken thus far.

  1. Domestic training courses for the Philippines
    • As WHO included Manila in the list of "areas with recent local transmission" on 13 May 2003, we asked the host companies of Filipino training participants, who would soon check in at the AOTS training centers, to have them take their temperature before their departure for Japan and postpone their travel in case any abnormality was detected. All the training courses with the Filipino participants have been implemented as usual and completed by now. Manila was removed from the list on 21 May.

The outbreak of SARS is still spreading. In particular, since the upward modification of the number of cases in Beijing announced by the Chinese government on 20 April 2003, the patients have been increasing and the affected area has been expanding in China. Considering the severity of the situation, AOTS has decided to take an additional set of measures as shown below. Please also refer to the first and the second versions, dated 9 and 15 April 2003 respectively, for the measures that have so far been taken.

  1. Domestic training programs for Chinese participants:
  2. Sanitary Control of AOTS Training Centers:
    • In addition to taking the measures described in the second version of the “Measures Taken by AOTS Against Severe Acute Respiratory Syndrome (SARS)” dated 15 April 2003, each AOTS training center is trying to ensure hygiene of the facilities, following the recommendations about the method of disinfection at home and workplaces on the website of the International Disease Surveillance Center of the National Institute of Infectious Diseases (http://idsc.nih.go.jp/others/urgent/desinfect.html), which was uploaded on 23 April 2003
  3. Voluntary restraint on travels by AOTS staff members:
    • Members of AOTS staff are ordered to refrain from traveling to countries and areas on which the Ministry of Foreign Affairs has issued risk information on SARS.
      They are also recommended to pay extra attention to safety measures to avoid infection when traveling to countries and regions with SARS cases reported by the World Health Organization (WHO).

In relation to the spread of SARS that is expanding from Asia, the World Health Organization (WHO) announced a recommendation to consider postponing all but essential travel to Hong Kong and Guangdong Province, China on 2 April 2003. In response to this recommendation, the Japanese government also advises rescheduling of trips to the SARS affected areas, which cover 23 countries/regions at present. As this is a serious situation for AOTS, which accepts course participants from countries in Asia and other regions of the world, we set up the SARS Control Headquarters on 3 April 2003 and are currently taking the following measures under the guidance of local health centers and consulting doctors.

  1. Before the participants' arrival in Japan:
    • We request companies/organizations hosting/sending course participants to ensure that the course participants undergo a medical check-up before coming to Japan, and to postpone the training for those with suspicious symptoms residing in the SARS affected countries/regions.
  2. After the participants' arrival in Japan:
    • We are taking the following measures in the four domestic training centers, i.e., Tokyo Kenshu Center, Yokohama Kenshu Center, Kansai Kenshu Center (in Osaka), and Chubu Kenshu Center (in Toyota, Aichi Prefecture).
      1. When the participants check in:
        • All the course participants are asked to fill in a questionnaire to check if they have symptoms such as fever, cough, short of breath, etc. when they check in at the AOTS Kenshu Center.
        • AOTS staff checks whether or not they have any suspicious symptom from the questionnaire on the spot.
      2. When suspected cases are found:
        • If anybody who came to Japan from or by way of a SARS affected country/region is found to have suspicious symptoms, AOTS will immediately contact the local health center and follow their instructions.
        • The person with suspicious symptoms is asked to stay at a specially-reserved private room in the Kenshu Center to wait for the instructions from the health center.
      3. For sanitary control of facilities:
        • All the people staying at the Kenshu Center are encouraged to wash their hands and gargle more often than usual.
        • All the Kenshu Centers keep a sufficient stock of masks for all the people staying at the center.
        • Liquid disinfectant, as well as regular soap, is provided at the toilets.

In relation to the spread of SARS that is expanding from Asia, the World Health Organization (WHO) announced a recommendation to consider rescheduling of non-urgent trips to Hong Kong and Guangdong Province, China on 2 April 2003. As this is a serious situation for AOTS, which accepts course participants from countries in Asia and other regions of the world, we set up the SARS Control Headquarters on 3 April 2003 and is currently taking the following measures for the overseas participants of training courses held at the four domestic training centers, i. e., Tokyo Kenshu Center, Yokohama Kenshu Center, Kansai Kenshu Center (in Osaka), and Chubu Kenshu Center (in Toyota, Aichi Prefecture).

  1. When participants check in:
    • All the course participants are asked to fill in a questionnaire to check if they have symptoms such as fever, cough, short of breath, etc. when they check in at the AOTS Kenshu Center.
    • AOTS staff checks whether or not they have any suspicious symptom from the questionnaire on the spot.
