Outline of Type1 Overseas Training Programs

Type1 overseas training programs are organized by AOTS and implemented by implementing organizations such as private companies and public organizations. Instructors dispatched from Japan take a major role in teaching the course participants of developing countries through a combination of lectures, exercises and hands-on practice.


Program Categories:

From fiscal year 2009, only General Industrial Technology Program can be held under the Type1 AOTS Overseas Training Program.

General Industrial Technology Program

This program is designed to develop human resources in corporate management and technology supporting various industries in developing countries, and also to promote the diffusion of industrial technologies and management knowledge beneficial to the development of industry in developing countries. More than half of the trainees shall, as a rule, be recruited through public advertisement.

Ordinary Type and Third-Country Type

The Type1 Overseas Training Program is divided into two types: ordinary type overseas training for participants living in the country or region where it is held, and third-country type overseas training for participants from neighboring developing countries. In the latter type, it is possible to implement the training in developed countries.

Procedure

Based on a one-year plan AOTS looks for private companies or organizations that want to hold AOTS Overseas Training Programs in developing countries. Candidates need to submit preliminary applications to AOTS to meet the deadline. AOTS evaluates them and accepts plans that are worth implementing as AOTS training programs. The approved company or organization that carries out the program is registered with AOTS as an "implementing organization." Implementing organizations need to submit applications with concrete implementation plans to AOTS. After examining the contents of the applied training programs, AOTS discusses their suitability at specially organized screening committee meetings and then approves their application. After gaining approval for their applications from AOTS, implementing organizations can start the training program preparations such as making texts and inviting lecturers to implement training programs. The preparations for the training program can be done in cooperation with the local company or organization which serves as a"local cooperative organization."

Qualifications of Trainees

The trainees should, as a rule, satisfy the following requirements:

(a) Trainees should hold the nationality of, and be living and working in, a developing country.*
(b) Trainees should belong to companies or organizations, etc.
(c) Trainees should be between 20 and 60 years of age.
(d) Trainees should have sufficient language skills and the experience required to understand the training contents.
(e) Trainees should not be enlisted in the armed forces.
* A candidate trainee without the nationality of a developing country or region may be accepted if the candidate trainee has lived or worked in a developing country for a long time and is recognized as having the same status as a citizen of that country.

Training Costs and Contributions

Training expenses are composed of three parts: overseas training program expenses, program administration expenses, and AOTS's administration costs. The implementing organization is asked to make a contribution to AOTS in accordance with these expenses.
